Sector Assessments

Sector assessments examine the resilience, continuity and strategic dependencies of critical systems across the Western Hemisphere.

The HRS Resilience Foundation develops independent research and strategic analysis focused on the resilience of institutions, communities and critical systems across the Western Hemisphere.

Sector Readiness
Assessment 01

Telecommunications & Digital Infrastructure

Sector Readiness, Continuity and Strategic Dependency

Sector Readiness Assessment 01 · 2026
Western Hemisphere Readiness Series

Telecommunications and digital infrastructure support government, emergency response, finance, health, energy and logistics, so their resilience depends on more than network availability or cybersecurity: it depends on whether redundancy is effective, dependencies can be replaced and institutions can recover. This assessment examines six interconnected layers of the sector, using Brazil as its primary analytical environment.

The assessment develops the HRS Sector Readiness Framework, linking the Readiness Cycle, the Strategic Dependency Test and the distinction between nominal and effective redundancy into a practical approach to sector resilience.

Sector Readiness
Assessment 02

Data Centers, Cloud & AI Infrastructure

Energy, Continuity, Security and Strategic Dependency

Sector Readiness Assessment 02 · 2026
Western Hemisphere Readiness Series

Data centers, cloud platforms and AI infrastructure now underpin government, finance, health and communications, and their readiness depends on more than computing capacity: it depends on energy, connectivity, cooling, hardware, security, workforce and recovery working as one system. This assessment treats the data center as a system node, using Brazil as its primary analytical environment.

The assessment develops the HRS Data Center & AI Resilience Improvement Framework, a ten-action sequence that runs from mapping critical dependencies and testing effective redundancy to protecting AI-specific assets and exercising degraded operations.

Assessment 03

Critical Minerals & Strategic Materials

Strategic Dependency, Supply-Chain Resilience and Long-Term Readiness in the Western Hemisphere

Sector Readiness Assessment 03 · 2026
Western Hemisphere Readiness Series

A country can hold abundant mineral resources and still depend on foreign processing, refining, logistics or downstream markets, so mineral security is determined by the resilience of the whole supply system, not by geological abundance alone. This assessment follows the full value chain, from geological knowledge to recycling and strategic reserves, with Brazil, Canada, the United States and Latin America as its primary environment.

The assessment develops the HRS Critical Minerals Resilience Improvement Framework, ten actions that run from mapping critical dependencies and processing capacity to building recycling capacity, regional partnerships and learning from disruption.

Sector Readiness
Assessment 04

Rare Earths & Western Hemisphere
Mineral Security

Strategic Resources, Industrial Resilience and

Hemispheric Security

A focused companion to Sector Readiness Assessment 03

Sector Readiness Assessment 04 · 2026
Western Hemisphere Readiness Series

Rare earths matter because a small quantity of material can determine the availability of defense, energy and industrial systems, and the strategic problem is not geological scarcity alone but the concentration of separation, refining and magnet-manufacturing capacity. This assessment follows the full mine-to-magnet chain, with Brazil as a principal Latin American analytical anchor within the Western Hemisphere.

The assessment develops the HRS Rare-Earth Readiness Framework and a proposed Western Hemisphere rare-earth resilience architecture: a distributed network of sovereign sources, processing nodes and logistics pathways rather than a single-country supply chain.

Sector Readiness
Assessment 05

Energy Security & Strategic Power Infrastructure

Energy Security, Infrastructure Resilience and Western Hemisphere Readiness

Sector Readiness Assessment 05 · 2026
Western Hemisphere Readiness Series

Energy security is a system property, not merely a commodity property: it depends on the ability to generate, transmit, store, move, protect and restore energy under stress. This assessment examines the Western Hemisphere from a readiness perspective, covering electricity, fuels, reserves, logistics and restoration capability.

The assessment develops the HRS Energy Readiness Framework, which evaluates availability, reliability, redundancy, security, recoverability and sovereign choice, and is deliberately technology-neutral: it does not prescribe a universal generation mix.

Sector Readiness
Assessment 06

Ports, Logistics & Maritime Infrastructure

Maritime Connectivity, Strategic Logistics and

Western Hemisphere Resilience

Sector Readiness Assessment 06 · 2026
Western Hemisphere Readiness Series

Ports, logistics corridors and maritime infrastructure form a connected operating system for commerce, energy, industrial supply, emergency response and defense mobility, so a disruption at one node can propagate across sectors and jurisdictions. This assessment treats port readiness as network readiness, covering maritime access, port operations, landside connectivity, energy support, digital systems, repair capacity and governance.

The assessment develops the HRS Port & Logistics Readiness Framework, applying six functions (baseline, exposure, dependency, continuity, recovery and adaptation) and a set of readiness indicators at facility, corridor, national or hemispheric scale, with respect for each country's sovereign authority.

Sector Readiness
Assessment 07

Food Security & Strategic Agricultural
Resilience

Food Systems, Supply-Chain Resilience and

Western Hemisphere Security

Sector Readiness Assessment 07 · 2026
Western Hemisphere Readiness Series

Food security is a strategic resilience function: the principal risk is not trade itself, but critical dependence without sufficient substitutability, recovery capacity or sovereign choice. This assessment treats food systems as strategic infrastructure, from land, water and inputs to energy, storage, ports and digital systems, across the Western Hemisphere.

The assessment develops the HRS Food Resilience Improvement Framework, a twelve-action analytical construct that runs from mapping critical dependencies and testing effective redundancy to building processing depth and exercising food disruption, aimed at resilient interdependence rather than self-sufficiency.

Sector Readiness
Assessment 08

Pharmaceutical & Medical Supply Chains

Medicines, Medical Manufacturing and
Western Hemisphere Health Security

Sector Readiness Assessment 08 · 2026
Western Hemisphere Readiness Series

Medicines and medical supplies are industrial systems, not only healthcare commodities, so supply resilience has to be measured at the system level: a country can have several suppliers of a medicine and still be vulnerable if they depend on the same API, key starting material, packaging component or logistics corridor. This assessment maps the full chain, from inputs to manufacturing, quality, logistics and data, across the Western Hemisphere.

The assessment applies the HRS Readiness Cycle and the HRS Strategic Dependency Test and proposes a modular Western Hemisphere Medical Supply Resilience Architecture built around six capabilities, without recommending autarky or prescribing a single institutional model.

Sector Readiness
Assessment 09

Advanced Manufacturing & Industrial
Capacity

Industrial Capacity, Advanced Manufacturing, and
Western Hemisphere Resilience

Sector Readiness Assessment 09 · 2026
Western Hemisphere Readiness Series

Industrial resilience is determined less by the number of factories than by the number of viable production pathways available when normal conditions fail: a manufacturing system can remain vulnerable if all its facilities depend on the same machine-tool supplier, software platform, component or material. This assessment treats industrial capacity as strategic infrastructure across the Western Hemisphere.

The assessment applies the HRS Readiness Cycle and the HRS Strategic Dependency Test and proposes a Western Hemisphere Industrial Resilience Architecture built around seven capabilities, with strategic choice, not industrial isolation or self-sufficiency, as its objective.

Sector Readiness
Assessment 10

Western Hemisphere Strategic Infrastructure
& Resilience

Integrated Critical Infrastructure, Strategic Connectivity,

and Long-Horizon Resilience

Sector Readiness Assessment 10 · 2026
Western Hemisphere Readiness Series

The first nine Sector Readiness Assessments examine critical systems one by one, but essential functions depend on how those systems connect: a power interruption can degrade communications, data centers, manufacturing and logistics, and a port disruption can constrain minerals, food, medicines and industrial inputs. This assessment shifts from sector readiness to system readiness, examining dependencies, cascading failure and compound disruption across the nine sectors.

The assessment develops the HRS System Readiness Test, a seven-stage decision framework (dependency, exposure, interconnection, substitutability, continuity, recovery and adaptation) built around effective rather than nominal redundancy, with sovereign choice as a boundary condition.
