The HRS Resilience Foundation produces independent research designed to examine the systems, dependencies and institutional conditions that shape resilience across the Western Hemisphere.

Our research program combines strategic analysis, policy-oriented research, technical work, sector assessments and country-level assessments. Together, these outputs provide a structured view of how critical systems operate, where vulnerabilities emerge and what conditions support continuity, recovery and long-term adaptation.

Our research is organized into five complementary output categories.

Concise analysis of emerging issues, policy considerations and strategic developments.

Policy Briefs translate research and evidence into focused analysis for decision-makers, institutions and stakeholders addressing specific resilience challenges.

Technical Papers

Technical research examining specific systems, methodologies, technologies and operational questions.

Technical Papers provide deeper analysis of specialized subjects that support the Foundation's broader research program and resilience frameworks.

Sector Assessments

Systematic assessments of critical sectors, infrastructure and strategic dependencies across the Western Hemisphere.

Sector Assessments examine the conditions that determine whether critical systems can remain operational, recover from disruption and adapt over time.

Regional Assessments

Country-level and regional analysis of institutional readiness, critical infrastructure and continuity.

Regional Assessments apply the HRS analytical framework to specific national and regional operating environments, examining preparedness, institutional capacity, dependencies and resilience.

An Integrated Research Framework
