HRS — Resilience Foundation Inc. ("HRS Foundation", "we", "us", or "our"), a non-profit organization with regional operations across the Western Hemisphere, is committed to the highest standards of data governance. Our mission is to enhance public health resilience through secure, auditable, and ethical data intelligence.

 

We operate under the principle of Institutional Integrity, ensuring that our data practices are shielded from external interference and aligned with U.S. Federal standards for biosecurity and public health protection.

2. REGULATORY ALIGNMENT

Our data architecture is engineered to comply with the most stringent global and domestic regulations, including:

 

  • HIPAA (Health Insurance Portability and Accountability Act): Safeguarding Protected Health Information (PHI).

3. DATA COLLECTION AND MINIMIZATION

In alignment with Privacy by Design, HRS only collects the minimum data necessary to fulfill its mission of regional resilience.

 

  • Strategic Data: Includes public health metrics, clinical surge capacity, and environmental threat vectors.

  • User Data: Limited to institutional partners and authorized government personnel. We do not sell personal data to third-party aggregators or advertisers.

4. SECURITY MEASURES AND BIODEFENSE PROTOCOLS

HRS employs military-grade encryption (AES-256) for data at rest and in transit. Our roadmap includes continuous monitoring under SOC 2 Type 2 standards to ensure:

 

  • Confidentiality: Access is restricted to vetted institutional stakeholders.

  • Availability: Redundant infrastructure to ensure system uptime during critical events (Continuity of Government).

As a U.S.-based entity, HRS ensures that all data processed across the Americas is protected under U.S. jurisdiction, providing a "safe harbor" for sensitive health intelligence against local institutional instabilities or unauthorized third-party access.
